Approving a resolution of the City of Pflugerville, Texas in support of The Hills of Pflugerville Affordable Senior Housing Development.

Summary
The Hills of Pflugerville, LP is proposing to construct The Hills of Pflugerville, which is a senior housing community proposed for a 6.056-acre parcel along the southwest side of Colorado Sand Drive at the intersection of Lone Star Ranch Blvd. within the Falcon Pointe development. Both of these roadways are under construction being funded by Newland Communities. The development would be limited to persons 55 years or older with limited income. The proposed project consists of 117 units; 69 are one bedroom and 48 are two bedroom.

The City of Pflugerville received notification in January that the Texas Department of Housing and Community Affairs received a preliminary application for possible funding in the Competitive Housing Tax Credit (HTC) Program. According to the information received in conjunction with this notification, the credit / funding request is for $1,500,000 in which all of the 117 units would be for low income households. The target population is the elderly. Similar projects have been constructed in Katy (Cinco Ranch) and throughout the Houston area. Per the attached "Notification of affordable rental housing application(s) proposed in your city" dated March 13, 2013 a public hearing has been set to collect public comment on all Competitive HTC applications, which is scheduled in the Austin area for April 10, 2013 at 6:00 pm at the Travis Building, 1701 North Congress, Suite 1-111.

The proposed land use is permitted and regulated according to the Falcon Pointe ALUR zoning district. The proposed land use is consistent with the City's comprehensive plan as well.
