Title

Discuss and consider action regarding the installation of temporary traffic signals at the intersection of Pflugerville Parkway and the SH 130 frontage roads.

Summary

Travis County is proposing to close a portion of Weiss Lane to rebuild the bridge structure at Wilbarger Creek. By closing Weiss Lane for the bridge reconstruction, City staff anticipate increased traffic along the SH 130 frontage roads as drivers are detoured from Weiss Lane to areas north using the SH 130 frontage roads.

The Pflugerville Parkway and SH 130 intersection already meets traffic warrants for a traffic signal.  As part of the 2014 GO Bond project, City staff have worked with TxDOT for the design and construction of the ultimate traffic signal as proposed in the City’s project.

To minimize traffic impacts as a result of the Travis County detour, City staff have notified TxDOT and determined that installation of interim traffic signals is possible. The additional design and construction of the interim signals is anticipated to be approximately $100,000 and should take approximately five (5) months to design and install once a notice to proceed is issued to the City’s consultant. The temporary signals would be in operation for about a year before it is replaced by permanent signals.

None of the $100,000 investment for temporary signals can be reused in the permanent signal installation.

Given all these facts, should the City pursue the installation of temporary traffic signals at the intersections of the SH 130 frontage roads with Pflugerville Parkway?

Fiscal Impact

This design, construction and installation is anticipated to cost $100,000 with no cost recovery anticipated. Funding for the project will be from 2014 GO bond funds.
