Title
Approving an ordinance on second reading with the caption reading: AN ORDINANCE OF THE CITY OF PFLUGERVILLE, TEXAS, AMENDING THE CITY OF PFLUGERVILLE, TEXAS CODE OF ORDINANCES, CHAPTER 154, REGARDING CHANGEABLE ELECTRONIC VARIABLE MESSAGE SIGNS (CEVMS) WITHIN THE CITY LIMITS AND THE EXTRA TERRITORIAL JURISDICTION OF THE CITY OF PFLUGERVILLE; AND PROVIDING AN EFFECTIVE DATE.
 
Summary
The purpose of this item is to facilitate a desire by the Pflugerville Parks Department to upgrade their signage and display electronic messages regarding events and programs. The proposed locations are the Recreation Center on Immanuel Road and Gilleland Creek Pool on Railroad Avenue. Other sites with appropriate zoning may also benefit from this amendment.  Two subsections of Chapter 154 will be amended:  Subsection (A) will be amended to add two corridors; and, subsection (F) regarding proximity to residential parcels will be deleted.
 
All other regulations will remain in place, including size, light intensity, brightness, message change frequency and the prohibition of flashing and scrolling movements.
Upon evaluation of the existing CEVMS signs staff has come to the conclusion that, with the current regulations on brightness, there would be no detrimental effect on adjacent residential parcels. Since most residential lots back up to the corridors and these signs are installed perpendicular to the street, any type of light trespass into backyards will be substantially negated.
