Title

Summary
This agenda item is to approve a professional services agreement with Ardurra Group in the amount of $8,738,195 for Construction Management and Inspection Services associated with the Wilbarger Creek Regional Wastewater Treatment Facility Project (Project). This item supports by the infrastructure pillar of the Strategic Plan, by expanding the City’s wastewater treatment capacity to meet current and future growth needs.

The 2020 Water Master Plan adopted by City Council in April 2020 included the necessity of expanding the City’s wastewater treatment capacity. The Wilbarger Creek Regional Wastewater Treatment Facility is proposed to provide six (6) million gallons per day (MGD) of wastewater treatment capacity in the Wilbarger wastewater basin to serve the City of Pflugerville’s residential and commercial growth. This expansion is anticipated to meet the increasing wastewater demand through 2029.

The City solicited requests for qualifications from engineering firms to assist the City in professional Construction Management and Inspections, Commissioning, Startup and Inspections, and Geotechnical Engineering - Construction Materials Testing services assistance for Capital Improvements Projects in December 2022. City staff received twenty-four (24) statements of qualifications (SOQ’s). After an evaluation of written statements of qualifications, staff shortlisted four (4) firms, and conducted interviews. Upon selection, references for the prime consultant and subconsultants were checked and all were positive. The most qualified consultant to perform construction management, commissioning and inspection services for this Project is Ardurra Group.
