Approving a resolution authorizing the City Manager to apply for and to accept, if awarded, a Project Safe Neighborhood (PSN) Grant award in the amount of $70,000 from the Office of the Governor for the purchase of services and equipment.

Summary
This resolution authorizes the City Manager to apply for and accept, if awarded, a PSN Grant award in the amount of $70,000 from the Office of the Governor for the continued funding of purchasing of services and equipment for the license plate reader program which was funded with a Fiscal Year 2022, Fiscal Year 2023 and Fiscal Year 2024 PSN Grant. This system will be used to identify, apprehend, and recover stolen vehicles entering the city limits and named “hot spots” within the city. The Camera systems will further assist in identifying known wanted suspects, assist in solving violent crimes, track known suspects linked to crimes within this and surrounding jurisdictions. There is no funding match for this grant from the City. Approval is also requested to authorize the City Manager to sign all necessary documents upon final approval of the City Attorney.

Prior City Council Action
In November of 2020, City Council authorized the City to enter into a Memorandum of Understanding between Flock Group, Inc (Flock Safety) and the City of Pflugerville for access to Flock’s technology platform (the Flock Service) for investigative purposes.
In February of 2021, City Council authorized the City Manager to apply for, and accept if awarded, a Department of Justice Project Safe Neighborhood Grant for the purchase and implementation of Flock Safety cameras.
In April of 2022, City Council authorized the City Manager to apply for, and accept if awarded, a Department of Justice Project Safe Neighborhood Grant for the expansion of Flock Safety cameras and overtime .
