Summary
The City of Pflugerville collects various fees for municipal utility districts (MUDs) through professional services agreements that are written to delineate responsibilities of each MUD and the City regarding water and wastewater provision and billing. These various fees, for example drainage or district administrative fees, are paid to the City when the fees related to the building permit are paid. Per the professional services agreements, the City then remits those amounts directly to the MUDs. Travis County Municipal Utility District #17 (Sorento) did not require a professional services agreement since the City of Pflugerville is selling our water and wastewater to their utility customers and charging the City's retail rates. The Travis County Municipal Utility District # 17 has asked the City to collect a drainage fee at the time of building permit and remit those funds to them. The attached professional services agreement has been reviewed by the City Attorney. The Order Establishing Drainage Fees for the district is also attached.

Fiscal Impact
The City will be paid $100 as an initial setup fee and $.25 cents for each drainage fee remitted to the District.
