See Bylaw Sec. 8.03 (Approval of the City Council) (stating “To the extent these bylaws refer to any approval or other action to be taken by the City, that approval or action shall be evidenced by a certified copy of a resolution, ordinance, or minute order duly adopted by the City Council.”).
