Summary
During the storm event that occurred in the early morning of Friday, July 18, 2014, a storm sewer collapsed in the back yard of a house on Steeds Crossing. The collapsed storm sewer washed a large quantity of soil from the back yard undermining a tree and threatening to cause additional damage to the yard. Because of the unstable conditions the collapsed pipe has created in the back yard, it is imperative to repair and replace the storm sewer pipe as quickly as possible to prevent any further damage by the next rain event.
The storm sewer pipe that failed was made of corrugated metal and had rusted and corroded to the point that it allowed the collapse of the pipe. The only repair is to replace the pipe. We are proposing to replace the pipe with reinforced concrete pipe which is the standard the City now requires on public projects. The replacement of this pipe is beyond the capabilities of the City, and so we contacted several contractors to request emergency bids to replace the pipe. The only contractor that responded that they could do the job now was Patin Construction. They provided a bid of $70,960. Staff has reviewed the bid and recommends the City Council award the bid to Patin Construction.
Construction will begin on the project under the City Managers's authority not to exceed $49,999. City Council action on this item is necessary to be able to complete the emergency repairs.
