Summary
Per direction from the City Council, staff has researched and solicited a proposal from Troy Acoustics Corporation to address the Council's and adjacent residents' concerns.

The proposal considers both 25-yard ranges (fully treated) and 1-100-yard range treated to the 75 yard line. The cost proposal is for $155,246.94 which includes materials and final design, shipping and 2 trips in which Troy Acoustics will provide Installation Shop Drawings and make personnel available to be on site for install support. No sound testing is included. If Troy were to provide the labor services for the installation, the cost would be an additional $129,207.00. This would include the travel, housing and per diem cost for Troy personnel traveling to site from Georgia. The equipment and supplies required for installation would be approximately $10,000.00 (forklift, scissors lift, etc). This cost would be less if a local contractor provided these services, using their equipment.

As a matter of background, Red's Gun Range was constructed in 1996. At that time, the property was located in unincorporated Travis County, and not subject to building codes nor building code inspections. The business was annexed in February 1997. Its current zoning is the Agriculture/Conservation zoning district. The City's Unified Development Code (UDC) defines an indoor gun range as a commercial amusement. Commercial amusements (indoor) are permitted in the Retail, General Business 1 and General Business 2 zoning districts. The Retail zoning district prohibits commercial amusements with the discharge of firearms, and limits uses to 2000 square feet of building area.
