Summary
Western Rim, developer of the Mansions at Stone Hill on Town Center Drive, is proposing to develop a Phase 2 on the north side of Town Center Drive. Both land uses were identified in early stages of the evolution of the Stone Hill Town Center development to complement the retail and service uses within one of the largest retail power centers in the metro area. Nearly 9 acres of parkland was dedicated to the City in conjunction with these residential developments and staff recommends a contribution of a fee-in-lieu of additional land to be used to initiate improvements in the adjacent, unimproved park. The proposed resolution would allow the city manager to refund the development fees paid, up to $86,250, which would be used together with the fee-in-lieu contribution of $86,250, to net at least $172,500 worth of improvements to the park. The proposed improvements would be subject to the review and approval of the city staff, including the parks and recreation director, to ensure consistency with the conceptual plan completed by RVI earlier this year.
This resolution has been approved as to form by the City Attorney.
The City Council may retire to executive session on this item for consultation with legal counsel pursuant to Chapter 551.071 of the Texas Government Code. Action, if any, will be taken in open session.
