Title
Conduct a public hearing and consider an ordinance on first reading with the caption reading: An Ordinance of the City of Pflugerville, Texas, amending Aspire Pflugerville 2040, the City’s Comprehensive Plan, by amending the Plan’s Future Land Use Map, such amendment to be known as the Dixon Lockett Amendment, which amends the Future Land Use Categories for properties adjacent to and north of Taylor Street and west of Russell Street; and providing for the repeal of conflicting ordinances, severability, and an effective date.
Summary
The proposed request is to amend the Future Land Use Map (FLUM) designation from Parks & Open Spaces to Traditional Neighborhood. The two properties, each 0.35 acres in size, are located within the Historic Colored Addition Subdivision. These properties are ancestral holdings on which the applicant intends to build their home. As the current FLUM designation does not allow for residential use, the applicant is required to pursue a FLUM amendment prior to submitting a rezoning request. If the request is approved, the applicant will proceed with a rezoning application from Agriculture (A) to Single-Family Suburban (SF-S).

Staff finds the proposed amendment application meets the Residential & Node Development goals of the City's 2026-2030 Strategic Plan, including creating density, enhancing community desirability and creating clear pathways to homeownership.
Staff Recommendation
The proposed amendment will ensure the land use category included in the Future Land Use Map in the Aspire Pflugerville 2040 Comprehensive Plan is consistent with the rezoning that the applicant is trying to pursue. The proposed amendment will continue to support the goals and actions identified in the Aspire Pflugerville 2040 Comprehensive Plan. Staff recommends approval of the Future Land Use Map Comprehensive Plan Amendment.
