Summary
The Strategic Plan is the guiding document that outlines goals and objectives for the City of Pflugerville. The adopted a 2021-2025 Strategic Plan is set to end in 2025, prompting the need for a new plan to guide the City’s priorities from 2026 to 2030. A Request for Qualifications was conducted to seek qualified firms to assist in the development of the 2026 to 2030 Strategic Plan.
Future iQ is a small, privately owned global research and consulting company headquartered in Minneapolis, Minnesota. The majority of Future iQ’s experience is working with public agencies and municipalities in the United States, including the City of Sugarland and City of Coppell.
The proposed project plan for developing the strategic plan includes four key phases from December 2024 to June 2025:
- Phase 1 Initial Planning and Information Gathering (Dec 2024 - Feb 2025): This phase focuses on detailed work planning, project branding, creating an online project portal, and conducting a situational analysis of existing City plans. It also includes a kick-off at the City Council retreat in January 2025.
- Phase 2 Stakeholder Engagement (Jan - Mar 2025): Stakeholder input will be gathered through interviews, listening sessions, surveys, workshops, and community engagement. Visualizations and reports will help synthesize feedback.
- Phase 3 Plan Development (Mar - May 2025): City leadership will participate in work sessions, focus groups, and prioritization activities. A draft plan, including an implementation matrix, will be developed based on stakeholder input.
