Title
Authorize the City Manager to execute a job order contract with Jamail and Smith in the amount of $1,043,990.70 through the The Cooperative Purchasing Network (TCPN) for the installation of solar panels for the Water Treatment Plant.

Summary
During the April 12, 2011 City Council meeting, the City of Pflugerville accepted a grant through the State Energy Conservation Office (SECO) in the amount of $870,038 for the installation of a 100 kW photovoltaic system on the roof of the Water Treatment Plant. The City is required to match 20% of the cost of the project, approximately $174,007.

Jamail and Smith are authorized job order contractors. The City of Pflugerville has been a member of TCPN since 2002 and can participate in the program. Staff has received copies of Jamail and Smith's contractor insurance, TCPN authorization and checked references for prior work. Jamail and Smith have extensive experience with SECO grants and will be able to assist staff with SECO reporting requirements during this project.

Oncor was contacted to investigate the possibility of their participation in this project through their grant funding for peak reduction projects. Oncor has accepted the City's...
