Approving a contract with Entech Sales and Service, LLC in the amount of $477,656 to provide professional services associated with the Building Automation Project and authorizing the City Manager to execute the same.

Summary
Having a building automation system in place to monitor City facilities will allow staff to monitor facilities remotely and in real time, to ensure the facilities optimal functionality at any given point.
This need to have a system in place was most notably realized during Storm Uri and was listed as part of the storm lessons learned document as presented. Knowing the need for this platform, staff budgeted to have this in place as part of the fiscal year 2022 budget and secured pricing through the buyboard purchasing cooperative.
During weather events, staff does not have a way to monitor the City facility conditions unless continuing to remain mobile and monitor. With a Building Automation System, staff will be able to view facility data in one place, increase energy and operational efficiency by monitoring, maintaining and controlling building operations in one place, and enable staff to make necessary changes remotely.
In addition, the platform being recommended is scalable with the growth of the City and City facilities and also allows for the ability to create custom reports on trends and performance and provide staff with the data needed in order to make informed decisions on energy efficient operational matters. Furthermore, the Building Automation System is configured to send notifications to Facility Maintenance staff in the event that there is an out of ordinary operation. The City facilities to be included in the Building Automation System encompass:
- Animal Shelter (Main Bldg.)
- Animal Shelter (Bldg. #2 and #3)
- Library
- Recreation Center
- City Hall Building 100, 200, 300, 500
- Police Department
- Development Services
