Summary
Hayat Brown is a national engineering, advisory and development firm that helps mission-oriented institutions advance objectives related to the management of their infrastructure and real estate assets. Hayat Brown will serve as the Financial and Transactional Advisor and assist the City with the evaluation of opportunities and execution of agreements associated with the redevelopment of the current city hall campus located at 100 E. Main and 100 W. Main. The Hayat Brown team was instrumental in providing guidance, analysis, and resources in order to proceed with a public private partnership (P3) that was effective for the implementation of the Downtown East project and served as the advisor for the recently approved Energizing the Core Study that Council approved in the fall of 2025 that focused on the steps to redevelopment of downtown core.

In October 2025, City Council approved a resolution supporting the steps necessary to revitalize Pflugerville's historic downtown core and prioritized activities to assist with energizing the core, including revitalization of the current city hall buildings. Hayat Brown has been selected to assist with the request for proposal for 100 E Main and 100 W Main Street to identify interested parties, potential uses, and tenant allowance or renovation needs/expectations and negotiate the contract(s) for Council approval.?

This item supports Action 3.1 of the Community Amenities and Events pillar of Council’s Strategic Action Plan.
