Summary
During the most recent session of the Texas Legislature, more than 2,000 bills were filed that affect municipal operations and finances across the state. The City anticipates that many bills filed during the 90th Regular Legislative Session will directly influence the health, safety, and welfare of Pflugerville residents, as well as impact local services, revenues, and overall local authority.
While the City adopts a Legislative Agenda each session to establish its official positions on key issues, this strategy strengthens how the City communicates actions taken during and after the legislative process. The City’s legislative strategy includes early identification of harmful legislation, rapid-response protocols, and coordinated efforts with City leadership, regional partners, and residents.
The strategy is guided by six core principles:

-Engage Early, Clearly, and Constructively
-Maintain Trust
-Remain Issue-Focused, Not People-Focused
This strategy outlines when staff and Council should take action at various stages of a bill’s lifecycle. It provides guidance on maintaining strong legislative relationships year-round, establishing communication protocols, and coordinating rapid responses.
This item supports to the Strategic Action Plan 2026-2030, allowing for the City to continue to build towards the community's vision of a Connected Smart City.
