Discuss and consider action to approve a license agreement with Three Legged Goat, LLC, to host two food trucks at 103 N. Railroad, and authorize the City Manager to execute the same.

Summary
103 N. Railroad is property that was acquired by the City last year for the purpose of extending Main Street east to FM685. The plans for Main Street are currently going through design and until construction, the property at 103 N. Railroad is being used by the City for parks offices. Adjacent to 103 N. Railroad is a shopping center containing various land uses from retail to restaurant to bars. The Three Legged Goat wine bar is located immediately adjacent to Wordyisms and has requested the use of the parking at 103 N. Railroad to host two food trucks for the purposes of serving guests and patrons of Downtown.

This item proposes approval of a license agreement for the purposes of allowing Three Legged Goat, LLC to host a maximum of two food trucks on city owned property for a period of six months at a cost of $250 per food truck, per month. The Three Legged Goat would be responsible for ensuring compliance with all applicable rules, laws and regulations, including:

Ensuring valid food permits for all food trucks;
Ensuring consistency in operating hours and operation of food trucks a minimum of five days per week;
Ensuring all vehicles are self sufficient with regards to water, sewer and electricity;
No drive thru or drive up window is provided;
Ensure compliance with fire, sign, noise and lighting requirements;
Ensure there is no customer seating on City property; and
Ensure restroom access for patrons of the food trucks at Three Legged Goat

Should the City determine that the property is needed prior to the end of the license, provisions have been included within the license agreement.
