Discuss and consider action to approve a resolution with the caption reading: Resolution of the City of Pflugerville adopting the Downtown Action Plan Update.

Summary
The Downtown Action Plan was initially adopted on September 25, 2018, providing a more in-depth implementation schedule to facilitate the realization of the action items identified in the Vision Report by outlining certain tasks and budgetary considerations associated with each action item, and assigning such action items to fiscal years. The Downtown Action Plan is intended to be a living document, whereby it shall be reexamined and refined every five years or as necessary to address the remaining action items from the preceding years, to account for unforeseen changing physical conditions, and to capitalize on additional economic development opportunities.

The Downtown Action Plan Update provides the following amendments:

1. a revised implementation schedule
2. adds flexibility and clarifications to necessary staffing and resources to implement the Downtown Action Plan
3. provides clarification of project bundling based on location rather than project type (e.g., street, alley, streetscaping, pedestrian and accessibility improvements, drainage, utilities, etc.) to reduce overall construction costs and provide for economy of scale
4. provides a public-private partnership project, Downtown East, based on the future development of the 29-acre tract of land at the northwest corner of E. Pecan Street and F.M. 685 purchased by the City
5. adds optional drainage improvements to the project list
6. adds an optional site design project for improvements at the city-owned property generally located at 100. W. Main Street
7. provides a summary of community engagement, survey results, and community feedback relating to Downtown
