Summary
The Carmen Subdivision is located within the City's CCN (Certificate of Convenience and Necessity) for water and wastewater utility service. Additional public and private infrastructure was required in order for the City to provide water and wastewater service to the DPS Megacenter site.  Initially, the subdivision wastewater infrastructure was designed to utilize a privately owned and maintained wastewater line and lift station through the property owned by the City of Pflugerville.  Since the preliminary plat and final plat approval in December of 2011, the wastewater infrastructure within the subdivision has been redesigned to allow for a more desirable publicly owned gravity wastewater line across City owned property to an existing lift station in order to serve the Carmen Subdivision, therefore eliminating the need for the privately owned and maintained infrastructure.  As a result, the private easement is no longer necessary.
 
Prior City Council Action
The City Council approved the ordinance to repeal ordinance 1096-12-01-10 on first reading on April 10, 2012.
