Approving the use of additional park escrow funds in the amount of $33,540.26 for the Pflugerville Heights and Black Locust Parks Project.
 
Summary
The Parks & Recreation Commission recommended the approval of the Pflugerville Heights and Black Locust Parks Project and the funding of this park project with park escrow funds and Deutschen Pfest proceeds in the amount of the original project estimate of $330,331.31 at its June 19, 2014 regular meeting.  At the August 26, 2014 City Council meeting, the City Council approved use of these funds for this park project.  The Pflugerville Community Development Corporation (PCDC) granted the City an additional $35,000.00 for the project at its January 2015 meeting bringing the current total project budget to $365,331.31.
 
Bids for the construction portion of the project were opened on February 13, 2015 and the construction contract was awarded to Fazzone Construction Inc on February 24, 2015.  Construction bids were higher than anticipated, so there is currently a budget deficit for completion of the entire park project.  WIthout appropriation of additional funds, the pavilions will have to be removed from the project.
 
The Park Escrow account has an available balance of $33,540.26.  This amount will cover the budget deficit.
 
The Parks and Recreation Commission is scheduled to consider a recommendation on this item at their March 19, 2015 regular meeting.
 
Deadline for City Council Action
In order to be able to get the equipment order placed in a timeframe that does not affect the project schedule, action is requested at this meeting.
 
Fiscal Impact
The $33,540.26 in park escrow funds is the total amount remaining in that escrow account.  
 
Staff Recommendation
Staff recommends appropriation of these additional funds.
