Title
Approving the selection of DCS Engineering Inc. for professional engineering services associated with the West SH130 Wastewater Interceptor Phase 1 and Phase 2 projects and authorizing the City Manager to enter into negotiations regarding a scope of work and fee proposal.

Summary
The City of Pflugerville solicited requests for qualifications from engineering firms for consulting services related to wastewater improvements including the Wastewater Treatment Plant. City staff received six (6) proposals. A review team of Public Works staff scored the proposals and interviews were conducted with the top two (2) scoring firms. Both firms interviewed were strong candidates for the project.

Freese and Nichols, Inc. scored highest in the process and was selected for the assignment to design improvements for the wastewater treatment plant. The City Council approved their selection for this project on June 28, 2016. Staff anticipates an agenda item to approve a contract for this project in the near future.

DCS Engineering Inc. was the second highest scoring firm in the selection process. Staff recommends that DCS Engineering be selected for the West SH130 wastewater interceptor phases 1 and 2 projects.

Status
These projects are currently programmed in the 5-year Utility CIP. Because of potential development pressures, design of the wastewater interceptor needs to begin in the near future.

Projected Future City Council Action
A future agenda item will be scheduled to approve the agreement. Staff anticipates negotiations to take place in the next month and a contract will be presented for Council review and consideration in October.

Fiscal Impact
Funding for this project will be from unspent bond funds and utility fund balance.

Staff Recommendation
Staff recommends the selection of DCS Engineering Inc. for professional engineering services associated with the West SH130 Wastewater Interceptor Phase 1 and Phase 2 projects.
