Title
Discuss and consider action to approve a resolution authorizing the competitive sealed proposal (request for proposal) procurement method for the construction of the Stone Hill Park & Pfluger Park Restroom Project.

Summary
The Stone Hill Park Project involves the development of a new neighborhood level park located between the Highland Park North subdivision and the Stone Hill Town Center development. The park will include various amenities such as a dog park, splash pad, playground, picnic pavilions, a looped walking trail, practice space and associated infrastructure like restrooms, parking and utilities. The construction estimate for this project is approximately $1.85M. The Pfluger Park Restroom Project is the replacement of the existing restroom facility at Pfluger Park. The construction estimate for this project is approximately $280K.

Since MWM DesignGroup is the consultant for both of these projects and the park restroom structures in both of the parks will be very similar, we have added the Pfluger Park Restroom Project to the larger Stone Hill Project in order to get better pricing for both projects.

Through discussions with MWM DesignGroup and based on previous experiences of staff, it was determined that Competitive Sealed Proposals should be used as the procurement method for this project. While price is always important for any construction project, park projects can be unique enough that we should also consider other factors like contractor experience when determining what is the "best value" for the City.

The City used the competitive sealed proposals procurement method for the library and animal shelter expansions.

Status
The plans and specifications are nearing completion and the procurement process will begin by the beginning of October.
