Summary

The property owner, CCI-Pflugerville I, LP has petitioned the City for annexation of the subject site, a 4.819-acre tract of land generally located north of Meister Lane and south of SH 45. The tract includes approximately 288 linear feet of SH 45 frontage. The property was disannexed from the City of Round Rock in July of this year and subsequently incorporated into the City of Pflugerville's extraterritorial jurisdiction making it eligible for annexation into Pflugerville city limits.

 

The subject area is primarily in the Pflugerville certificates of convenience and necessity (CCN) for water and wastewater. No utilities are required to serve the area at this time. The Police department will be able to patrol the area and provide services as needed. No additional operation or maintenance services are required at this time.  A separate rezoning application has been submitted to the City for the subject property and will be considered by City Council at a later date.

 

According to Section 43.028 of the Local Government Code, the petition for annexation may be granted since the annexation area is less than one-half mile in width, is contiguous to the City, and is vacant without residents.

 

Previous City Council Action

The City Council authorized the City Manager to execute an agreement with the City of Round Rock on June 14, 2016 for release of City of Round Rock ETJ and acceptance by the City of Pflugerville.  Please find the agreement attached. On September 27, 2016, the City Council approved the proposed annexation ordinance on first reading.

Fiscal Impact

Minimal impact. The Police department will be able to patrol the areas and provide services as needed. No additional operation or maintenance services are required at this time.

 

Staff Recommendation

Staff recommends granting the annexation petition and approval of the ordinance on second reading.
