Title
Approving an agreement with Freese and Nichols, Inc. for long-term professional engineering consulting services associated with capital improvements and operational issues at the City’s Wastewater Treatment Plant and authorizing the City Manager to execute the agreements.

Summary
The five year agreement provides for engineering consulting services associated with capital improvements and operational issues at the City’s Wastewater Treatment Plant.
The engineering firm will be called upon from time-to-time to assist the City in evaluating operational issues with the plant, permitting assistance, troubleshooting of plant problems, and for planning, designing and assisting with construction management of capital improvements, operational improvements, plant expansions, and maintenance contracts at the City’s wastewater treatment plant.
Work activities will be handled through work authorizations. The City intends to begin a significant expansion of the wastewater treatment plant within the initial term of this agreement.
This agreement has been reviewed and approved as to form by the City Attorney.
Status
City staff has negotiated with Freese and Nichols, Inc. to establish a scope and fee for these services.

Previous City Council Action
At the June 28, 2016 City Council meeting, Freese and Nichols, Inc. was selected as the most qualified engineer from the firms that submitted Statements of Qualifications (SOQs.)

Fiscal Impact
Funding for Wastewater Treatment Plant consulting engineering is a combination of the professional services account in the Utility Administration budget and the Wastewater Treatment Plant Expansion capital improvement project funding which was included as a part of the approved 5-Year Utility Capital Improvement Program.
