Discuss and consider action to authorize the City Manager to execute a contract for valve and hydrant maintenance with R&M Service Solutions, the sole bid received in the amount of $141,646.00.
Summary
This contract provides for preventive maintenance and inspections of all water distribution valves and fire hydrants throughout the City. R&M Service Solutions was awarded the contract last year as the lowest responsible bidder of two bids. R&M Service Solutions' per unit cost remains the same for this bid at $49.00 per valve and $75.00 per fire hydrant as bid last year. This contract will continue the maintenance program into its second year.
Per the American Water Work Association (AWWA) best practices, all valves should be cycled from full open to full close and back to open on a regularly scheduled basis to isolate any issues in the system that could interrupt service to customers; and all fire hydrants should be inspected regularly to ensure their satisfactory operation. Based on manufacturer guidelines and AWWA practices City staff have determined that the maintenance threshold for distribution valves is to be inspected every three (3) years and hydrants to be inspected every two (2) years.

Consideration is requested on December 13, 2016.
Fiscal Impact
The expense for contractual valve and hydrant maintenance is included in the fiscal year 2017 budget in the Water Distribution department maintenance contract line item.
