Title

Discuss ZIP Code Boundary realignment request for Verona Subdivision located southeast of Cele Road and Weiss Lane.

 

Summary

The Verona Subdivision is located in the city limits of Pflugerville, southeast of Cele Road and Weiss Lane. Various commercially generated ZIP Code boundary maps show the subdivision in Pflugerville 78660, but some show Manor 78653. From the perspective of the United States Postal Service (USPS), operations to serve this subdivision are currently based out of the Manor Post Office, thus the associated Manor 78653 ZIP Code assignment. While the City of Pflugerville assigns 911 addresses within the city limits and the city's extraterritorial jurisdiction (ETJ) when a subdivision plat is required to be processed by the City, the associated ZIP Code is assigned by the USPS. City staff was contacted by residents confused about their non-Pflugerville zip code when homes began to be completed and occupied last year. Verona is among a number of subdivisions in Pflugerville in which the assigned ZIP Code does not align with the jurisdiction. For example, many on the west and far north sides of Pflugerville have a Round Rock 78664 ZIP Code. Following a review of the USPS policies and procedures for ZIP Code Boundary realignments and coordination with the Pflugerville Postmaster, the City's efforts would focus on resolving this particular circumstance affecting new development in the Verona Subdivision at this time. Staff solicited a petition from residents requesting the change.

 

Status

Currently, there are 34 postal customers. Last month the City of Pflugerville received a petition signed by twenty Pflugerville residents who reside in the Verona Subdivision requesting the USPS to change the ZIP Code associated with Verona from Manor 78653 to Pflugerville 78660. That petition was forwarded with a letter from the City of Pflugerville on December 28th to the USPS requesting the ZIP Code boundary realignment on the behalf of the area.

 

The ZIP Code Boundary realignment request process requires that an operational analysis of the proposed change be conducted.  If the analysis indicates there will be no (or minimal) financial and personnel impacts to the Postal Service, a survey of potentially impacted customers will be conducted to determine whether they are in favor of or opposed to the proposal.  Staff received notice from the USPS on January 3rd that the attached survey letter (draft) will be sent to each address in the Verona Subdivison which is currently receiving delivery on January 4th.  Customers will have until February 10, 2017 to respond.

 

According to the USPS, the survey will be conducted from Jan 9, 2017 and will conclude on Feb 10, 2017, giving customers at least 30 days to respond.   Should the survey results be favorable, the proposed change would be implemented with an anticipated implementation date of March 4, 2017. The decision by the USPS on whether to implement the requested change will be based on the outcome of the survey (simple majority of surveys received).

 

As of November 30th, 2016 the Verona Subdivision has the following statistics:

                     Total Lots Platted: 144

                     Single Family Lots Platted: 135

                     Total Verona Lots Proposed: 324

                     Single Family Building Permits Approved: 93

                     Single Family Homes Completed: 35

No future action is anticipated.
