Summary
Since fiscal year 2012, the City of Pflugerville has solicited sealed bids for contractual mowing for both parks and rights-of-way. The bid information and bid tabulation sheet for the rights-of-way contractual mowing are attached to this agenda item. References, insurance and other information requested in the bid packet have been checked and verified by staff.
The lowest responsive bid for the contractual mowing of rights-of-way was $98,001.65 from Rios Tree Services. A subsequent agenda item recommends awarding the contract for parks mowing to Rios Tree Services.
The Street Department annually evaluates the areas of the City that can be mowed by contractors and modifies the acreage appropriately. This mowing contract increases the number of acres being mowed by contractors - from 78.69 acres in 2016 to 87.95 acres in 2017. The cost per acre for mowing for the 2017 contract averages $59.26 per acre, a reduction from the 2016 cost of $64.50 per acre. Privatizing this effort has been very successful for the City as the mowing is being done at less cost than has been calculated using city personnel. Using enhanced methods of reaching qualified bidders has increased interest among contractors in the city's bid.
Deadline for City Council Action
Staff would ask the Council to authorize this action at this meeting in order to expedite the issuance of the purchase order.
Fiscal Impact
The expense for contractual mowing of rights-of-way is included in the fiscal year 2017 budget in the Streets department maintenance contract line item.
