Summary
The property is located within the Avalon subdivision, generally north of Kelly Lane and west of Weiss Lane in the Extraterritorial Jurisdiction (ETJ). The final plat is for 2.29 acres located generally northwest of the Grail Hollows Road and Jakes Hill Road intersection, in the northern portion of the Avalon development. The subject property is in the ETJ; therefore the property is not zoned but is governed by a Comprehensive Development Agreement between KM Kelly Lane, LTD and the City of Pflugerville. The final plat consists of 9 single-family residential lots and 1 private open space lot. As depicted in Phase 12A, FEMA floodplain formally encompassed the proposed subdivision area. Through an approved Letter of Map Revision based on Fill (LOMR-F), the floodplain has been adjusted to be contained within the drainage easement located in Lot 75, Block EE. Through the adjusted floodplain, residential lots are proposed around the Abigail Way cul-de-sac in accordance with the preliminary plan and development agreement. Water and wastewater public improvements were constructed and accepted by the City of Pflugerville with Phase 12A. Water is provided by Manville Corporation (wholesale) and the City of Pflugerville (retail). Wastewater service is provided by the Kelly Lane WCID #2 Municipal Utility District, which is wholesale wastewater service from the City of Pflugerville. Per the Comprehensive Development Agreement between KM Kelly Lane, LTD and the City of Pflugerville, the developer is required to dedicate land equal to 20% of the total acreage of the Avalon development for use as neighborhood parks, open areas, and school sites (approximately 105 acres). To date, 108.95 acres have been deeded to the District and 13.45 acres for the PFISD school site, providing a total of 115.67 acres...
