Discuss and consider action to award a construction contract for the Weiss Lane Roadway project to Cash Construction, the lowest responsible bidder of five (5) bids received on January 12, 2017, in the amount of $18,076,985.00 and authorizing the City Manager to execute same.
Summary
This project includes approximately 2.95 miles of roadway reconstruction including pavement, storm sewer, bridge structures, signage, pavement markings, traffic control, erosion control, sidewalks, signals, illumination, water lines and wastewater lines.
LJA Engineering, the project’s design consultant, completed design work for this project in December. The engineer's estimate for the base bid of the project was $23,668,800.00.
Three alternates were bid with the project. Alternate No. 1 included signals at the intersection of Hidden Lake Crossing and Weiss Lane and at the intersection of Kelly Lane and Weiss Lane. Alternate No. 2 included street lights along Weiss Lane. Alternate No. 3 included sidewalk along the east side of Weiss Lane from Hidden Lake Crossing to Kelly Lane.
The attached bid tabulation show the bids in which Cash Construction was the low bidder with a base bid of $18,076,985.00 without add alternates. In accordance with the project manual, the construction contract is to be awarded based on the base bid. Cash Construction bid alternates No. 1, No. 2 and No. 3 at $352,956.30, $131,551.00 and $72,857.00, respectively.
Mean average for the base bids was $19,076,846.58.
Status
The project was advertised for bids on December 14, 2016. Five (5) bids were received and opened on January 12, 2017.
Fiscal Impact
Funding for this project is from the 2014 and 2015 general obligation bonds, Travis County bond funds, sidewalk fees in lieu payments, Weiss Lane escrow funds and road construction funds remaining from the certificates of obligation issued for the construction of Pfluger Farm Lane.
