Title

Discuss and consider approval of an agreement with Freese and Nichols, Inc. for phase 1 professional engineering services associated with pre-design development, TPDES permitting assistance and topographical surveying in the amount of $375,806 for the expansion at the Central Wastewater Treatment Plant Upgrade Project.

 

Summary

Wastewater flow to the City of Pflugerville’s Central Wastewater Treatment Plant (WWTP) has exceeded 75% capacity of the permitted capacity and the growth trend indicates the plant could exceed 90% capacity as early as 2020.  In addition to the flow increases at the plant, recent observations and discussions with the operations staff have identified several high priority improvements that are needed to maintain plant capacity and permit compliance during the period of time while the plant expansion project is ongoing. 

The City is planning to expand th wastewater plant from 5.3 MGD to 9.0 MGD to meet projected needs.  The City is in the process of preparing to submit a TPDES Major Permit Amendment and it is anticipated the plant expansion must be designed to meet 5/5/2/1 (mg/L for BOD, TSS, Ammonia and Phosphorous respectively).  

This project will be performed in the following phases:

                     Phase 1 - Preliminary Design and Permitting Phase Services

                     Phase 2: Final Design Phase - Scope of Work and Fee to be Negotiated Upon Completion of Preliminary Design Phase

                     Phase 3:  Bid Phase Services - Scope of Work and Fee to be Negotiated Upon Completion of Preliminary Design Phase

                     Phase 4: Construction Phase Services - Scope of Work and Fee to be Negotiated Upon Completion of Preliminary Design Phase

The scope of work for Phase 1 is to conduct the preliminary design, regulatory coordination and TPDES permit coordination for the upcoming plant expansion.  It is anticipated that the plant expansion will need to be under construction by early 2018 to meet the anticipated compliance date for the TCEQ 90% rule.  The permitting and regulatory coordination effort, along with the preliminary design and equipment selections, need to be complete by the end of September 2017 to keep the plant expansion on this anticipated compliance schedule.

Additional services will be negotiated at the completion of each phase.

The attached agreement has been reviewed and approved as to form by the City Attorney.

Status
City staff has negotiated with Freese and Nichols, Inc. to establish a scope, schedule and fee for Phase 1 of this project. Freese and Nichols, Inc. was selected as the most qualified firm for the City’s wastewater treatment plant engineering services by the City Council on October 11, 2016.

 

Projected Future City Council Action

Future agenda items will be scheduled for consideration and approval of supplemental agreements for other phases once phase 1 is complete.

 

Fiscal Impact

This project was included as a part of the approved 5-Year Utility Capital Improvement Program.  Proposed funding for this project is from wastewater impact fees.

 

Staff Recommendation

Staff recommends approval of this agreement with Freese and Nichols, Inc. in the amount of $375,806 for phase 1 professional engineering services associated with the expansion at the Central Wastewater Treatment Plant Upgrade Project
