Discuss and consider action to award a construction contract for the Sorento Wastewater Interceptor project to Whitestone Civil Construction, LLC, the lowest responsible bidder of nine (9) bids received on March 16, 2017, in the amount of $1,880,999.50 and authorizing the City Manager to execute same.
Summary
This project includes approximately 5,250 linear feet of 36-inch sanitary sewer line, 1,350 linear feet of 21-inch sanitary sewer line and related appurtenances.
Cobb, Fendley & Associates, the project’s design consultant, completed design work for this project in late 2016. The engineer's estimate for the base bid of the project was $3,196,815.92.
Two alternates were bid with the project. Bid Alternate No. 1 included the installation of centrifugal cast fiberglass-reinforced polymer-morter pipe in lieu of PVC pipe. Alternate No. 2 included the installation of polymer concrete manholes instead of concrete manholes.
The attached bid tabulation show the bids in which Whitestone Civil Construction, LLC was the low bidder with a base bid of $2,000,891.00 without add alternates. Whitestone Civil Construction, LLC bid alternate No. 1 as a deduction of $119,891.50 and alternate No. 2 as an addition of $140,864.00.
Mean average for the base bids was $2,579,748.71.

The project was advertised for bids on March 1, 2017. Nine (9) bids were received and opened on March 16, 2017.
Fiscal Impact
This project was included in the 5 year utility capital improvements projects list. Funding for this project is utility fund balance.
Staff Recommendation
Staff recommends awarding the construction contract for the Sorento Wastewater Interceptor project to the lowest responsible bidder, Whitestone Civil Construction, LLC, in the amount of $1,880,999.50 to include the base bid and bid alternate No. 1.
