Authorize the City Manager to execute a contract for contractual mowing services for drainage ways with De Angelo Brothers LLC, the lowest responsive bidder of two (2) bids received on February 16, 2017, in the amount of $55,051.92.

Summary
This is the first bid process for mowing drainage channels in the City of Pflugerville. The high cost per acre is due to the difficulty of the areas mowed and the limited access to the areas. These drainage areas, as shown on the attached pictures, are steep fence-to-fence drainage ways between houses in the Heatherwilde and Windermere areas. Since fiscal year 2011, the City of Pflugerville has used contractual mowing for parks and rights-of-way. The bid information and bid tabulation sheet for the two bids received for drainage contractual mowing are attached to this agenda item. References, insurance and other information requested in the bid packet have been checked and verified by staff.

The lowest bid for the contractual mowing of these three drainage ways is $55,051.92 from De Angelo Brothers LLC.

The Street Department evaluates the areas of the City that they are responsible for mowing and modifies the acreage annually. Privatizing this effort has been very successful for the City as the mowing is being done at less cost than has been calculated using city personnel. Using enhanced methods of reaching qualified bidders has increased interest among contractors in the city's bid. The proposed cost per acre to mow these drainage ways is $460.73.

Deadline for City Council Action
Staff would ask the Council to authorize this action at this meeting in order to expedite the issuance of the purchase order.

Fiscal Impact
The expense for contractual mowing of drainage is included in the fiscal year 2017 budget in the Streets department maintenance contract line item.
