Title

Conduct the second public hearing and consider approving a resolution regarding the Community Development Block Grant (CDBG) program proposed amendment to the 2016 Action Plan.

 

Summary

The CDBG program provides annual grants on a formula basis to entitled communities to develop viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities, principally for low- and moderate-income persons.  The City of Pflugerville became an entitlement community in 2013 and developed the first 5-year Consolidated Plan and Annual Action Plan at that time.  The Consolidated Plan serves as the application to the United States Department of Housing and Urban Development (HUD) for CDBG funding.  The Consolidated Plan is designed to aid local jurisdictions in assessing their housing and community development needs and priorities.  The priorities established by the Consolidated Plan are carried out through actions and activities each year as established in the Annual Action Plan. 

The proposed Amended 2016 Action Plan is available for public viewing until Monday, April 24, 2017 at the following link: www.pflugervilletx.gov/cdbg or at the Pflugerville Public Library and the Travis County Community Center.

The allocated funding available for actions and activities for the 2016 Program Year is $245,700.  This is an annual allocation and the estimated amount the City may anticipate receiving annually over the next five years.  The projects presented reflect the needs identified by the CDBG Amended Consolidated Plan adopted by City Council in April of 2016 which emphasizes the need to focus projects on parks, infrastructure (sidewalks, trails, streetlights) and public service including senior projects and programs. The proposed amendment offers new projects under consideration due to unforeseen changes at the time the original Action Plan for 2016 was completed. 

Amendments to the plan also incorporated funds from the 2014 and 2015 Program Years that were remaining due to projects that could not be completed because of changing demographics.  The total allocation for the amended 2016 Program Year is estimated at $408,076. The proposed projects include:

Planning and Zoning Commission Action

The Planning and Zoning Commission serves as the CDBG Advisory Commission.  On April 3, 2017, the Planning and Zoning Commission recommended approval of the Amended 2016 Action Plan.

 

Previous City Council Action

The first public hearing was held by City Council on April 11, 2017.
