Title

Approving the selection of Freese and Nichols, Inc. for professional engineering services associated with the New Sweden Wastewater Treatment Plant Project and authorizing the City Manager to enter into negotiations regarding a scope of work and fee proposal.

 

Summary

The City of Pflugerville solicited requests for qualifications from engineering firms to perform design services for the New Sweden Wastewater Treatment Plant.

The City of Pflugerville will be constructing a package treatment plant to serve the Cottonwood Drainage Basin as shown in the City of Pflugerville Wastewater Master Plan. A Texas Pollutant Discharge Elimination System (TPDES) system permit (TPDES Permit No. WQ0014642001) for a treatment plant to discharge waste under the provisions of Section 402 of the Clean Water Act and Chapter 26 of the Texas Water Code was last renewed by the Texas Commission on Environmental Quality (TCEQ) on September 29, 2014. The permit allows for three phases for wastewater treatment plant facilities including 0.475 million gallons per day (MGD), 0.95 MGD, and 3.0 MGD. The City would like to develop plans and permit through TCEQ the first phase of the package treatment plant so that the City can proceed with construction when necessary. Future growth and development demands in the Cottonwood Drainage Basin will drive the need for time of construction of the facility.

This project will include:

                     A site determination analysis for an ultimate 25.0 MGD wastewater treatment plant and construction of a 0.475 MGD package wastewater treatment plant. The City currently owns a 10.0 acre tract located on New Sweden Church Road approximately 2,500 linear feet (LF) east of FM 973. The selected consultant will work with City staff and conduct a site determination analysis on the 10.0 acre tract as well as other possible locations to assist the City in determining the final location of the proposed package wastewater treatment plant.

                     Review and analysis of existing current TPDES permit for compliance with the project and selected site. Coordinate with TCEQ if necessary.

                     Preparation of a master plan of the proposed site to include the phases of the package treatment plant and ultimate facility.

                     Preparation of a final plat, floodplain analysis, and process Letter of Map Revision (LOMR) through FEMA for the selected site, if needed.

                     30% engineering plans including an engineer’s opinion of most probable construction cost, project management plan, and geotechnical investigation.  These documents will be for obtaining any required easements and property associated with the construction of the package wastewater treatment plant.

                     Final construction plans and specification for the 0.475 MGD package wastewater treatment plant project.  A final engineer’s opinion of most probable construction cost shall be included. Final engineering construction documents shall include but not be limited to: topographic and boundary surveys where required, geotechnical investigation, environmental assessment and environmental clearances, Phase I Archaeological Survey including subsurface testing and clearances through the Texas Historical Commission, identification of utility conflicts, required utility adjustments and replacements, coordination with utility companies, determination of property/easement acquisition, preparation of property/easement acquisition metes/bounds and sketch, preliminary and final engineer’s opinion of probable construction cost, project manual and any other items necessary to successfully construct this project.

                     Preparation and processing permits through TCEQ and other regulatory agencies as required.

This project will be designed in accordance with the City of Pflugerville’s 2015 Edition of the Uniform Development Code and 2015 Edition of the Engineering Design Guidelines & Construction Manual.

Status
City staff received eight (8) statements of qualifications (SOQs) which were reviewed and scored. On April 4 - 6, 2017, staff interviewed three firms. Freese and Nichols, Inc. was selected as the most qualified firm for this project.   A copy of the final scoring matrix is attached to this agenda item.

 

Projected Future City Council Action

A future agenda item will be scheduled to approve the contract for the project. Staff anticipates negotiations to take place in the next month and a contract will be presented for Council review and consideration.

 

Fiscal Impact

The funding for this project is from existing utility bond funds.   

 

Staff Recommendation

Staff recommends the selection of Freese and Nichols, Inc.  for the design of the New Sweden Wastewater Treatment Plant Project.
