Discuss and consider action regarding the proposed Pflugerville Animal Welfare Services (PAWS) animal intake building scope of work. (Requested by Councilmember Mike Heath)
Summary
Quorum Architects of Ft. Worth was selected to design the proposed PAWS animal intake building to replace the current facility and several other miscellaneous structures on the property. The current facility needs to be replaced to address deficiencies cited by the State inspector and will also result in a better work environment for staff and volunteers, and more efficient operations.
A total of $2 million was allocated to complete this project, in which $1.7 million is available for construction. Bids were advertised in the spring, but only one bid was received for $2.199 million. Since that time, staff and consultant have been working on value engineering.
The proposed project consists 3080 s.f. structure including kennels; plus 2377 s.f. in outdoor runs and all related demolition, site and utility work. The principle function of the structure is to provide animal intake kennels and is proposed to include 24 standard kennels, including 6 for quarantine. The fully enclosed portion of the building also includes:
- a checkin area
- a workroom with laundry area
- a restroom
- dog isolation room with six kennels and space for additional future kennels
- a room for 10 small dog kennels with space for additional future kennels.
The new facility would replace derelict facilities scattered around the property, namely the existing intake building that is approximately 1400 square feet with 15 standard kennels and 6 small dog kennels. Four of the standard kennels are used for quarantine, and there are no isolation kennels. The recently improved dog adoption building includes 32 kennels, of which 8 are for small dogs.
No staff office space is included in this proposed animal intake building. The staff offices have already been relocated within the Training Room building.
Status
Staff has been working with the design team to modify the plans and reduce scope to bring the project within budget, and anticipates proceeding with the advertising of bids as soon as possible.

On May 9, 2017, the City Council rejected all bids.

Fiscal Impact
The design and is construction budget $2 million. The first $400,000 was funded with General Capital Reserve Funds, and the remaining $1.6 million is from certificates of obligation.
