Title
Approving an agreement with Freese and Nichols, Inc. in the amount of $150,103.00 for professional engineering services associated with the development of flow projections and siting study for the New Sweden Wastewater Treatment Plant Project and authorizing the City Manager to execute the agreement.

Summary
Design services for the New Sweden Wastewater Treatment Plant project will be completed in two phases, Phase A and Phase B. Phase A services will include the study of the New Sweden wastewater treatment plant service area to develop flow projections and timing associated with the phasing of the plant in accordance with the Texas Pollutant Discharge Elimination System Discharge Permit currently held by the City, the study of the Cottonwood interceptor service area to confirm the diameter of the interceptor, and a siting study for the New Sweden Wastewater Treatment Plant as well as the ultimate Cottonwood Basin Wastewater Treatment Plant. Once the services associated with Phase A are complete, an agreement for Phase B design services will be developed to include permitting and site acquisition assistance, preliminary design, and construction documents for the New Sweden Wastewater Treatment Plant. The agreement for Phase B services will be presented to City Council for consideration in the future.
Staff negotiated with Freese and Nichols, Inc. to develop a scope and fee proposal that serves the needs of the City and the project. Given the specialized nature of the services necessary to complete the project, staff finds value in the qualifications and prior system knowledge of the project team and proposed project fee. The fee is presented as a lump sum as is consistent with other engineering contracts the City has approved and has resources to administer.
