Summary
Chapter 154 of the Code of Ordinances governs the placement of signs within the City and its extraterritorial jurisdiction (ETJ). The proposed amendment addresses the placement of changeable electronic variable message signs (CEVMS or electronic signs). These signs are currently only permitted along specific corridors with the General Business 1 (GB1) zoning district and the ETJ. The effect of the proposed amendments is to clarify that electronic signs are permitted along all arterials and collector roadways within the City that have GB1 zoning and the ETJ. The proposed amendment also removes references to nits as a unit of measure of luminance. As proposed, the Code relies on the more common definition of foot-candles.

Unaffected by these changes, electronic signs are also permitted for institutional uses located adjacent to an arterial or collector roadway, and prohibited in the Central Business District (CBD) overlay.

The City Attorney has reviewed this ordinance.

The context of this amendment was discussed by City Council on July 25, 2017, as requested by Councilmember Doug Weiss.
