Approving a resolution authorizing submission of the grant application for the Pflugerville Police Department - Ballistic Vest Project to the Office of the Governor.

 

Summary

The Pflugerville Police Department requires protective vests for its uniformed officers. The Police Department has previously received grant funds from the U.S. Department of Justice Bulletproof Vest Partnership Program and is now seeking funds to provide vests to the remaining first responders. The Police Department seeks to purchase 59 vests that meet various grant requirements. There is no funding match associated with this grant award. To access the grant funding, City Council must authorize the City Manager to apply for and accept the grant award if received.  A resolution to that effect has been prepared by the City Attorney and is attached. The deadline for filing the application with the Office of the Governor requesting funding in the amount of $24,809.50 for a total of 59 vests is September 6, 2017 at 5pm. The attached resolution is a required attachment to the application to be submitted on September 6, 2017.  The application will be submitted with draft documents prior to the deadline and official documents will be provided following Council approval on September 12, 2017.  In the fourth quarter of 2017 the City will be notified by the Office of the Governor of the award approval.

Following acceptance of the grant, the Police Department will work with the Purchasing Department to determine the appropriate, grant-compliant vests to be acquired. After bidding, contract award and delivery of the vests, a reimbursement request will be filed electronically with the Office of the Governor for the grant amount of $24,809.50.

The grant period begins January 1, 2018.  The Department has 12 months to secure the vests. The purchasing process will begin as soon as the award is made to ensure compliance with the grant requirements, as well as timely reimbursement. Impact or Ramifications - The Police Department does not have sufficient funding to purchase enough bulletproof vests required by the department without the assistance of this BG- Rifle-Resistant Body Armor Grant Program (BAGP) funding.

Staff Recommendation

Staff recommends City Council approve the resolution authorizing the City Manager to apply for and accept, if awarded, the BG- Rifle-Resistant Body Armor Grant Program (BAGP) in the amount of $24,809.50.
