Discuss and consider action to award a construction contract for the Pflugerville Animal Welfare Services (PAWS) Intake Building to Prime Construction Company Inc., the lowest responsible bidder of five (5) bids received on September 7, 2017, in the total amount of $2,042,997.00 and authorizing the City Manager to execute the same.
Summary
The project consists of a 3080 square foot (sf) structure including kennels plus 2377 sf in outdoor runs, and all related demolition, site and utility work at the PAWS.
The attached bid tabulation lists the bids showing that Prime Construction Company Inc. was the low bidder for the base bid in the amount of $2,032,997.00, plus a bid alternate in the amount of $10,000.00, for a total of $2,042,997.00. The bid alternate is for the freestanding sallyport canopy.
The estimated cost for this project was $2,094,567.00.
Status
This project was readvertised for bids, based on a reduced scope of work, on August 16th and 23rd, 2017. Five (5) bids were received and opened September 7, 2017. Construction is estimated to be completed within 330 consecutive calendar days (270 consecutive calendar days for the intake building).
Prior City Council Action
The last action of the City Council related to this project was on May 17, 2017, approving Resolution 1560-17-05-09-0422 to reject all bids.
Deadline for City Council Action
Staff requests action on September 26t, 2017 in order to proceed with the project schedule.
Projected Future City Council Action
No additional City Council action is needed or anticipated.
Fiscal Impact
Funding for the construction of this project is from a combination of approved 2016 project reserve funds, $100,000.00; 2016 Certificates of Obligation, $1,600,000.00; and, fund balance reserve funds, $400,000.00.
