Discuss and consider action to award a construction contract for the 1849 Park Phase 1B to Denucci Constructors, LLC., the lowest responsible bidder of eight (8) bids received on October 26, 2017, in the amount of $6,473,218.00 and authorizing the City Manager to execute same.

Summary
This project includes the restroom buildings, parking lots, access drives, minor utilities and landscape improvements for the 1849 Park located on Cameron Road. It also includes a portion of sanitary sewer main line that will be part of the City's utility system.

Schrickel, Rollins & Associates (SRA), the project’s design consultant, completed design work for this project in September and carried the project through the City permitting process. The site development and building permits for this project have been approved.

The attached bid tabulation shows the bids in which the low bidder was Tegrity Contractors, Inc., at $5,857,777.00. Tegrity's bid was incomplete as they did not submit the required Bid Bond and it contained several substantial math errors. Denucci Constructors, LLC. was the next low bidder at $6,473,218.00, in which all of the required documents were submitted and without errors so they are the lowest responsible bidder for this project.

Denucci's bid includes $405,860.00 for the sanitary sewer main line, which will be paid for by the Utility Fund.

The design consultant's estimated cost of this portion of the overall project was $5,219,268.00.

Average for the base bids was $7,236,813.19.

Not included in this bid are sports lighting for the practice pods, and lights for the parking lots. These items will be procured by the City directly from the manufacturer outside of this bid, at a projected cost of approximately $1 million. There are funds remaining from the 2014 general obligation bonds for the lighting.
