Title

Conduct the second public hearing and consider approving the resolution for the proposed Community Development Block Grant (CDBG) program 2015 Second Amended Action Plan.

 

Summary

The CDBG program provides annual grants on a formula basis to entitled communities to develop viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities, principally for low- and moderate-income persons.  The City of Pflugerville became an entitlement community in 2013 and developed the first 5-year Consolidated Plan and Annual Action Plan at that time.  The Consolidated Plan serves as the application to the United States Department of Housing and Urban Development (HUD) for CDBG funding.  The Consolidated Plan is designed to aid local jurisdictions in assessing their housing and community development needs and priorities.  The priorities established by the Consolidated Plan are carried out through actions and activities each year as established in the Annual Action Plan. 

The proposed 2015 Amended Action Plan is available for public viewing Monday, November 13, 2017 through Tuesday, December 12, 2017 at the following link: www.pflugervilletx.gov/cdbg or at the Pflugerville Public Library and the Travis County Community Center.

The allocated funding available for actions and activities for the 2015 Program Year is $247,500.  This is an annual allocation and the estimated amount the City may anticipate receiving annually over the next five years. 

The purpose of the substantial second amendment to the 2015 Action Plan is to reallocate grant funds from projects that had a project savings or were not completed due to change in project priorities or projects that became ineligible for completion with grant funding.  The projects proposed focus primarily on infrastructure projects within identified block groups which were less likely to become ineligible and are coupled with funding from other program years in order to complete a series of infrastructure projects. 

The proposed projects include:

1.                     Foothill Farms Loop Sidewalk Construction (completed - $18,781.88)

2.                     Youth Recreation Scholarship Program (completed - $5,862)

3.                     Gatlinburg Sidewalk Improvements (completed - $40,778.25)

4.                     Recreation Center Accessibility Improvements for Seniors (completed - $45,217.13)

5.                     Administrative Costs (completed - $986.25)

6.                     NEW - Mill Creek Roadway Improvements Design and Construction ($75,996.48)

7.                     NEW - Green Meadows Lane Roadway Improvements Design and Construction ($34,838)

8.                     NEW - El Malino Drive Design ($25,070.01)

 

1A.                      Alternate (NEW) - Frost Circle Design and Construction (up to $107,000)

 

Resolution has been approved to form by legal.

 

Planning and Zoning Commission Action

The Planning and Zoning Commission serves as the CDBG Advisory Commission and recommended approval of this amendment on December 4, 2017.

 

Prior City Council Action

First public hearing was held by City Council on November 28, 2017.
