Title
Conduct a public hearing and consider approving the resolution adopting a Community Development Block Grant (CDBG) Amended Citizen Participation Plan.

Summary
The Community Development Block Grant (CDBG) program provides annual grants on a formula basis to entitled cities, such as Pflugerville, to assist in developing viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities, principally for low and moderate-income persons.
The primary goal of the Citizens Participation Plan (CPP) is to provide citizens an opportunity to participate in an advisory role in the planning, implementing, and assessment of the programs and projects. The CPP is organized to summarize the nature of the program, affording citizens the opportunity to understand the program so as to ensure aligned goals, and learn how to participate by detailing the various processes. Background information describing the CDBG program is taken from the US Department of Housing and Urban Development (HUD) website and is included in the CPP for reference. The original CPP was approved by City Council on March 11, 2014.
The purpose of this amendment is to incorporate the requirements for the Assessment of Fair Housing which were created after the original adoption of the CPP. The Assessment of Fair Housing (AFH) is a planning document prepared in accordance with HUD regulations at 24 CFR 91.105 and 24 CFR 5.150 through 5.166, which became effective June 30, 2015. The AFH will be provided to City Council in 2018 and will provide an analysis of fair housing data, assess fair housing issues and contributing factors, and aid in establishing the City’s fair housing priorities and goals for affirmatively furthering fair housing.
