Title

Approving the selection of Freese and Nichols Inc. for professional engineering services associated with the preparation of a Wastewater Master Plan Update and authorizing the City Manager to enter into negotiations regarding a scope of work and fee proposal.

 

Summary

The City of Pflugerville solicited requests for qualifications from engineering firms to prepare a Wastewater Master Plan Update.

The objective of this request was to identify and engage the most qualified consulting firm to assist the City in achieving an engineered plan of action addressing our wastewater system needs to:

                     Guide expansion and extension of the sanitary sewer system to serve future growth at build out;

                     Determine projected demands and capacity requirements;

                     Provide a Capital Improvement Plan (CIP) update for 5-year, 10-year and ultimate build out conditions;

                     Prepare a Master Plan Report for adoption; and

                     Assist with the council adoption process. 

Status
City staff received five (5) statements of qualifications (SOQs) which were reviewed and scored. The top ranking firms from the scoring were Freese and Nichols, Inc., Jacobs Engineering, and the RJN Group. A copy of the scoring matrix is attached to this agenda item.

 

The top ranked firms were interviewed on December 15, 2017.  Freese and Nichols Inc. was selected as the most qualified firm for this project.

 

Projected Future City Council Action

A future agenda item will be scheduled to approve the contract for the project. Staff anticipates negotiations to take place in the next month.

 

Fiscal Impact

The funding for this project was approved in the Utility Fund in the Utility Administration Professional Fees operating account.

Staff recommends the selection of Freese and Nichols Inc. for professional engineering services associated with the preparation of a Wastewater Master Plan Update.
