Title

Approving a resolution with the caption reading: RESOLUTION OF THE CITY OF PFLUGERVILLE, TEXAS IN SUPPORT OF PFLUGERVILLE AREA PROJECTS FOR CAPITAL AREA METROPOLITAN PLANNING ORGANIZATION (CAMPO) FUNDING IN THE 2019-2022 PROJECT CALL.

 

Summary

Pflugerville and Travis County have collaborated to complete a number of capital improvement projects over the years. Projects under construction include Rowe Lane and Weiss Lane. Completed projects include Pecan Street and Wells Branch Parkway. Travis County is requesting this resolution to pledge funding support for two projects that lie the city limits and the extraterritorial jurisdiction (ETJ), in which Travis County is preparing applications responsive to a 2019-2022 Project Call by the Capital Area Metropolitan Planning Organization (CAMPO).

 

The first project referenced in the attached resolution is the realignment of Jesse Bohls Road with E. Pflugerville Parkway between Weiss Lane and Cameron Road. The western portion of this corridor is within the Pflugerville city limits, and on property owned by the City along the north side of the water treatment plant. The proposed scope of work for this project is to construct a two-lane roadway with 4-foot shoulders. Travis County has already issued certificates of obligation for the design and right-of-way acquisition. The Pflugerville Master Transportation Plan and the CAMPO 2040 Plan show this roadway to be a 4-lane arterial with a raised median.

 

The second project referenced in the attached resolution is E. Pecan / Cameron Road improvements between Weiss Lane and the 1849 Park entrance. The Pflugerville Master Transportation Plan and the CAMPO 2040 Plan show this roadway to be a 6-lane arterial with a raised median. Similar to Pflugerville's recent phased construction of E. Pecan Street, the project proposes to construct half of the 6-lane urban section as one lane in each direction and a two-way central turn lane. The project would also address both "S curves" in the corridor.

 

Approving the proposed resolution establishes Pflugerville as a co-sponsor to each of these projects and pledges funds required for the local, or non-federal, funding requirement of 20%. The city owned property that would be contributed to support the realignment may be credited toward the required match for the Jesse Bohls realignment. Approving the resolution also acknowledges the request for the use of Transportation Development Credits (TDC). TDC's fulfill the requirement for a non-federal share of a federally funded transportation project. The use of TDC's allows 100% federal reimbursement of eligible project costs.  Current CAMPO TDC policy requires that the local funding that would have been used for the match be applied to another qualified transportation project.

Fiscal Impact

In reference to the Jesse Bohls realignment, the total project cost for this application is estimated to be $9,700,000.  The County is the sponsor of the project and the City of Pflugerville will be the cosponsor.  A 20% match has been approved by Court on 12/19/17 and is supported by the City of Pflugerville.  The federal amount being requested is $9,700,000.   If selected, the County and City of Pflugerville will enter into an interlocal agreement to coordinate the construction of the project.  A 20% match is required for the project; the County's share is $1,540,000 and the City of Pflugerville's share is $400,000.  Travis County and the City of Pflugerville are providing for the 20% match through the use of Transportation Development Credits.  TDC's will be requested from the Capital Area Metropolitan Planning Organization at the time of application submittal.  TDC's fulfill the requirement for a non-federal share of a federally funded transportation project; the use of TDC's allows 100% federal reimbursement of eligible project costs.  Current CAMPO TDC policy requires that the local funding that would have been used for the match be applied to another transportation project.  The Court on 12/19/17 approved the use of 2017 voter approved bond project funds and approved 2017 certificates of obligation to be used to meet the TDC use requirement.

Staff Recommendation

Staff recommends approval of the resolution pledging funds for the local match requirement of $400,000 for the Jesse Bohls realignment, $378,360 for the improvements to E. Pecan / Cameron, and ackowledges the County's request for the use of Transportation Development Credits (TDC).
