Summary

The City is amending Chapter 72 of our Code of Ordinances specifically relating to stop signs in public streets by adjusting the stop sign intersection at the following location:

                     Stone Hill Drive and private drive 400 feet east of Hilltop Commercial Drive

 

Status

The intersection of Stone Hill Drive and a private drive directly abutting the storefronts of the Stone Hill shopping center is located approximately 400 feet east of Stone Hill Drive’s intersection with Hilltop Commercial Drive. The intersection was constructed in 2008 and was previously signed and has operated as an all-way stop controlled intersection with four stops signs located at the external approaches to the intersection. However, Chapter 72 of our Code of Ordinances was not updated to reflect this intersection or the stop signs.

Although the intersection was previously signed with four stops signs located at the external approaches, the existing 55 foot-wide raised median island dividing Stone Hill Drive has caused some confusion with drivers at this intersection as only the external approaches were signed and required to stop.  After receiving a request from a local resident, staff spent time during evening and weekend peak traffic periods observing driver behavior.  As reported, many, but not most, drivers were also stopping at the internal approaches to the split sides of Stone Hill Drive although there was no stop sign at those corners. 

Based on the existing four stops signs at the intersection, staff’s observations, and the physical characteristics of the intersection, staff recommends approving an ordinance declaring this intersection as an all-way stop controlled intersection and recommends the placement of two additional stop signs and all-way plaques for the internal approaches in addition to the existing four stop signs at the external approaches to Stone Hill Drive.

The attached exhibits illustrate existing conditions, depict proposed street signs and pavement markings associated with the all-way stop control.

With adoption of this ordinance, the stop signs will be adjusted and updated in the list of other signs in the City’s Code of Ordinances.

This ordinance has been approved by the City Attorney as to form.

 

Prior City Council Action

Chapter 72 regarding stop intersections on city streets was last amended by the City Council on August 9, 2016.

 

This ordinance was approved on first reading by the City Council on February 13, 2018.
