Title
Approving Change Order No. 2 in the amount of $173,324 and extending the completion date by an additional 45 work days for the Pflugerville Animal Welfare Services - Intake Building project.

Summary
Prime Construction Company Inc. is the general contractor for the Animal Intake Building project. The project site is on an abandoned wastewater treatment site which presented some challenges in the design. As noted in the recent CIP update, demolition and preparation of the building pad have been underway and the drilling of piers has commenced. Recent excavation resulted in the identification of two underground clarifiers associated with the previous wastewater treatment plant. The clarifiers and the material used to backfill them must be removed which is the estimated cost and additional time needed shown in Change Order Number 2. This remedy has been recommended by the project geotechnical engineer, Holt Engineering, and thoroughly vetted by the project team.

Status
The notice to proceed was issued on October 12, 2017. The projected completion date was September 7, 2018 (330 days). Approval of this change order adds 45 days to the contract, resulting in a projected completion date of October 23, 2018 (361 days).

Change Order No. 1 for $3500 was approved administratively in December for additional concrete removal.

Prior City Council Action
The construction contract was awarded by the City Council on September 26, 2017.

Deadline for City Council Action
Staff requests approval on February 13, 2018 so as to not delay the project.

Fiscal Impact
The total amount allocated for the design and construction of the animal shelter intake building is $2,400,000. Analysis of expenses and purchase orders to date total $2,271,250. This change order increases that number to $2,444,574. Staff recommends using funds remaining in the 2016 certificates of obligation issuance for the additional $44,574.
