Title
Discuss and consider action to award a construction contract for the Central Wastewater Treatment Plant (WWTP) Expansion Interim Improvements to Central Road and Utility, LTD, the lowest responsible bidder of six (6) bids received on January 25, 2018, in the amount of $832,142.30 and authorizing the City Manager to execute same.

Summary
Wastewater flow to the City of Pflugerville’s Central Wastewater Treatment Plant (WWTP) has exceeded 75% capacity of the permitted capacity and the growth trend indicates the plant could exceed 90% capacity as early as 2021.
In March of 2017, Freese and Nichols (FNI) was selected to provide preliminary engineering design services for the expansion of the plant to meet future demands. FNI’s Conceptual Design Report, dated December 19, 2017, included recommendations for increasing the capacity of the plant and enhancing treatment processes to provide for future regulatory compliance requirements.
Based on observations and discussion with the operations staff, FNI has also identified several high priority improvements that are necessary to maintain plant capacity and permit compliance during the period of time while the plant expansion project is ongoing.
These recommended interim improvements include the following:
• Enhancement of aeration capacity in the existing aeration basins through the addition of floating surface aerators/mixers
• Modifications and improvements to the solids handling system to increase processing efficiency, including the installation of new sludge pumps, a blower and miscellaneous piping and appurtenances
• Modification and rerouting of select sludge piping to increase sludge handling efficiency

The attached bid tabulation shows the bids in which Central Road and Utility, LTD as the lowest responsible bidder with a base bid of $832,142.30. The engineer’s estimated cost of this project was $974,000.
