Title

Discuss and consider action to authorize the City Manager to approve the purchase and installation of athletic field lighting equipment, and the purchase of parking lot lighting equipment for the 1849 Park Project from Musco Sports Lighting, LLC in the amount of $1,421,633.00 utilizing the Texas Association of School Boards (TASB) cooperative purchasing contract (BuyBoard).

 

Summary

The 1849 Park Project that is currently under construction includes three (3) large "practice pods" that are multi-purpose fields to be primarily used for practices and several parking lots.  The athletic field lighting is necessary for effective and maximized use of the practice pods.  Potential user's seasons occur during the parts of the year when supplemental lighting is necessary to conduct any activities in the evenings. The parking lot lighting is necessary for safety of park users while in the parking areas and while entering/exiting the park.

 

The total of approximately $1.4M can be broken down as follows:

 

~ $1.2M for LED Sports Lighting Equipment

~ $110K for installation of the Sports Lighting

~ $100K for Parking Lot Lighting Equipment

 

Please note that installation of the parking lot equipment is not included.  The general contractor for Phase 1B, Denucci Contractors, LLC, will be installing that equipment as part of the approved scope of work.

 

Since the City is using a cooperative purchasing contract, the City's purchase order and accompanying documents will constitute the required documentation for the purchase.  The cost of $1,421,633.00 for this purchase warrants City Council approval.

 

The City Council previously authorized the installation of athletic field lighting for the 1849 Park at its July 25, 2017 regular meeting.

 

Attached is the concept plan for this first phase of the project, plan sheets regarding the sports lights and Musco's proposal.

 

Musco is the preferred vendor of numerous municipalities and school districts in the area and their sports lights can be found in close to 75% of the athletic facilites in the area.  They can be seen at Old Settlers Park in Round Rock, Brushy Creek Sports Park in Cedar Park and The Pfield here in Pflugerville.  Attached is a partial list of their Central Texas installations.

 

Previous City Council Action

The City Council approved a resolution on July 25, 2017 authorizing the installation of athletic field lighting at 1849 Park to be in excess of 60 feet in height and with a duration past 10:00 pm.  The resolution is attached.

 

The City Council took action on November 28, 2017 to award a construction contract to Denucci Constructors LLC. in the amount of $6,473,218.00 for the construction of restroom buildings, parking lots, access drives, minor utilities and landscape improvements as well as a portion of a sanitary sewer main line that will be part of the City's utility system.

 

The City Council took action on February 13, 2018 to approve Change Order #1 for the 1849 Park Phase 1B project to Denucci Contractors, LLC., an overall deduction from the contract in the amount of $388,045.00 to create capacity in the project budget for procurement of sports lights and a parking lot package and playgrounds.  This item is the lighting package for City Council for consideration.  The playground equipment and installation package will be presented at a future meeting.

 

Deadline for City Council Action

There is no deadline for action, but based on equipment lead time a prompt approval and order will better ensure timely completion of the project.

 

Fiscal Impact

Funding for this purchase is from the 2014 General Obligation Bonds.
