Approving the selection of Halff Associates, Inc. for professional engineering services associated with the 2018-2019 Pavement and Infrastructure Maintenance Projects and authorizing the City Manager to enter into negotiations regarding various scopes of work and fee proposals.
Summary
The City of Pflugerville solicited requests for qualifications from engineering firms for the assessment of existing infrastructure, preliminary engineering, final design, permitting, bidding, construction administration, and construction materials testing for the 2018-2019 Pavement and Infrastructure Maintenance Projects.
Identified projects may include but are not limited to:
· Railroad Avenue from Pflugerville Pkwy. to Wilbarger St.
· Infrastructure Evaluation for Caldwells Ln. & Russell St.
· 2019 Pavement Maintenance
An item is included in the Discuss and Consider Action portion of this meeting to approve a professional services agreement with Halff Associates, Inc. for design and construction phase services for the Railroad Avenue Pavement Rehabilitation project. We are requesting this action this evening to expedite design so construction can begin during the summer months. In addition, future agenda items will be scheduled to consider professional services for the other identified projects which will each require a separate professional services agreement.
Status
City staff received six (6) statements of qualifications (SOQs) on January 31, 2018 which were reviewed and scored. Halff Associates, Inc. was selected as the most qualified firm for this project. A copy of the scoring matrix and the request for statements of qualifications are attached to this agenda item.
Fiscal Impact
The funding for the Railroad Avenue Pavement Maintenance Project was designated as part of the City’s annual pavement maintenance program in the general fund operating budget.
