Title
Discuss and consider action to approve an agreement with Halff Associates, Inc. in the amount of $149,934.00 for professional engineering services associated with the Railroad Avenue Pavement Rehabilitation Project included in the 2018 Pavement Maintenance Program.

Summary
The scope of work for this project includes assessment of existing conditions, preliminary engineering, final design, permitting, bidding, construction administration and construction materials testing for the Railroad Avenue Rehabilitation Project. The project limits are identified from Wilbarger Street to Pfennig Lane based on the poor to serious pavement condition index scores from the Pavement Evaluation and Assessment completed in 2015. The remaining portions of the Railroad Avenue from Pecan Street to Wilbarger Street and from Pfennig Lane to Pflugerville Parkway are identified as possible project alternates depending on project cost estimates and construction bids. In addition, an evaluation of a northbound right turn lane from Pfennig Lane to Railroad Avenue will be completed to assess cost, utility impacts and Mokan encroachment. If the turn lane is found to be feasible, a supplemental agreement will be negotiated to add the additional scope and fee to design and incorporate the turn lane into the project.
The project scope includes but is not limited to: project design, topographic surveys, geotechnical investigation, identification of utility conflicts, coordination with utility companies, preliminary and final engineer’s opinion of probable construction cost, project manual and any other items necessary to successfully construct this project.
This project will be designed in accordance with the City of Pflugerville’s 2015 Edition of the Uniform Development Code and 2015 Edition of the Engineering Design Guidelines & Construction Manual.
The attached agreement has been reviewed and approved as to form by the City Attorney.
